    The Five Core Competencies 

     Leadership and Management

    ​This competency is about more than just supervising people or running an organization. It emphasizes leadership and management that directly serve democratic values, community needs, and the broader public good.

    ​

    Public Policy

    To participate in contribute to the policy process This is competency emphasizes understanding, engaging in, and shaping the public policy cycle—from problem identification to policy design, adoption, implementation, and evaluation. Public administrators don’t just carry out policy; they help inform, analyze, and improve it to ensure it meets public needs.

    Analysis and Critical Thinking

    This competency is about using rigorous, evidence-based reasoning to understand complex public problems, combine information from multiple sources, generate practical solutions, and choose among options in ways that advance the public interest. It combines analytic depth (breaking problems into parts) with synthesis (putting parts together into a coherent whole), critical reflection (questioning assumptions and biases), and disciplined decision-making under uncertainty.

    Public Service Perspective

    A public service perspective means approaching decisions, actions, and responsibilities with the mindset that the ultimate purpose of your work is to serve the public good—not just organizational goals, personal interests, or efficiency alone. It’s about balancing fairness, accountability, and effectiveness while keeping in mind that government and nonprofit organizations exist to promote the welfare of society as a whole.

    Communication

    This competency emphasizes the ability to engage, collaborate, and lead effectively in settings where people differ in culture, background, values, perspectives, and experiences. In public service, where decisions impact broad communities, strong communication and inclusivity skills ensure equity, trust, and effectiveness.
